Declaration of interest

Gen318 builds and sells software designed to this specification. Adopting it creates no obligation to Gen318 — any monitoring platform, spreadsheet or manual process that satisfies a clause satisfies it. Gen318 does not claim conformance for its own product; a clause-by-clause statement, including the clauses not yet met, will be published separately.

Who it is for

Public and institutional asset owners

A federal or state agency, a university or a hospital that holds a solar-hybrid plant and contracts someone else to run it. OPS-1 is the schedule that says what the operator must report and what evidence each figure needs.

Developers, funders and lenders

Anyone whose money rides on a number an operator produces — a grant tranche, a covenant, a replacement reserve. Every clause states what the number can be made to say that is not true, and what makes that harder.

Operators who want to be measured fairly

The specification assumes the operator is honest and the owner cannot verify everything. Exclusions are fixed in advance, refusals are conforming outputs, and missing evidence must be disclosed alongside the performance figures.

How to use it

An owner declares the site's service model (continuous, daylight or contracted hours) and fixes the declared parameters: the excusable categories, the measurement series and their cadences, the fault classes and the evidence requirement set. The reporting requirements go into the operations and maintenance agreement as a schedule; section 8 of the document carries model language. The first full Reporting Period establishes the baseline, and performance targets are set only once that baseline exists, as Principle 1 requires.

The clauses

The 13 clauses

Clause numbering is stable: a future version may add clauses and will not renumber these.

  1. Clause 1

    Data delivery

    A register of measurement series with cadence and validity checks per site, and two coverage figures for each: how much of the expected data arrived, and how much of the expected data passed the declared validity checks. A failed sensor stays in the denominator until it is retired with evidence.

  2. Clause 2

    Availability

    A declared service model, every interval in exactly one state, and two availability figures side by side — raw and adjusted. Missing data is never excused time.

  3. Clause 3

    Energy accounting

    A photovoltaic resource identity that closes at the inverter boundary, with the residual published and the resource model and its uncertainty declared, plus a separate plant balance for diesel, storage, imports and exports. Curtailment counts only on positive evidence.

  4. Clause 4

    Performance ratio

    Performance ratio per IEC 61724-1, with the monitoring class, the irradiance provenance and the measurement point declared. A sun-hours constant is not an irradiance measurement.

  5. Clause 5

    Fault labelling

    Every corrective closure carries a structured cause and a confidence level. "No fault found" is a valid answer; "fixed" is not a maintenance record.

  6. Clause 6

    Evidence of intervention

    Photographs, diagnostic readings and post-repair verification, scored against a requirement set declared in advance.

  7. Clause 7

    Measurement provenance

    The share of energy-bearing readings taken from the device over an owner-controlled path is distinguished from the share asserted by a manufacturer's cloud; readings from a counterparty's meter are reported separately.

  8. Clause 8

    Asset identity

    Manufacturer, model, serial, capacity, firmware and commissioning date for every asset. An estimated date is marked estimated, because age at failure cannot be reconstructed later.

  9. Clause 9

    Savings and avoided-cost claims

    A counterfactual baseline established in advance and never fitted to the period being reported. Unpriced and withheld are valid values.

  10. Clause 10

    Condition and remaining life

    State of health and remaining life with a declared method, an end-of-life criterion and an uncertainty band. A point estimate without a band is not reportable.

  11. Clause 11

    Report integrity

    An issued report is immutable, hashed over its canonical form, and chained to the one before it. Restatement is a new report, never an edit.

  12. Clause 12

    The scorecard

    Separately named dimensions, each with its own evidence status. A composite score only where every input and its weight is published beside it.

  13. Clause 13

    Response and restoration

    Four intervals from a detection timestamp the operator does not control, by declared fault class. Human-first detections and closures missing detection evidence are counted separately.

Section 7 of the document states what the specification cannot do: telemetry does not establish physical condition, coverage is not availability, the labels come from the operator's own technicians, age at failure only accrues forward, a response clock measures reaction and not repair, no population baseline exists at this scale, and it is a method rather than a standard.
